Babatunde Lawal is a citizen of Lagos State, born in May 28, 1964.  He is an Economist; with a Bachelor and Masters degrees in Economics and strong bias in fiscal policy analysis, management and strategic planning.

Mr. Lawal joined the Federal Civil Service in October 1987 as a Planning Officer Grade I and deployed to the Federal Ministry of Economic Planning.

Over the past 28 years, Babatunde Lawal has acquired post-graduation and on-the-job training in world class rated institutions such as Harvard Kenney School, Korean Institute of Development Studies, University of Amsterdam, the World Bank Institute, and the London High-Brow Institute – The Crown Agents. These institutions offer him an opportunity to build a global network of plan, budget and macroeconomic experts.

Babatunde Lawal has close to three decades of cognate experience in planning and budgeting, budget-plan linkage; macroeconomic policy analysis and Management, having worked in several Ministries, Department and Agencies (MDAs), including the Ministry of Budget and National Planning (MBNP) formally National Planning Commission (NPC), Office of the Secretary to the Government of the Federation (SGF), Office of the Vice President, and the Presidency. He has also served as a member of the Federation Accounts and Revenue Allocation Committee; Technical member of the National Economic Management Team; Co-Chair (Public Sector), Nigerian Economic Summit and as a Governing Board member of the National Bureau of Statistics (NBS), the Nigerian Institute of Social and Economic Research (NISER) and the Niger Delta Development Commission (NDDC).

Over the past ten years, Babatunde Lawal led and coordinated several strategic actions directly related to the mandate of the Ministry of Budget and National Planning, including the Medium Term Review of the Federal Government’s Economic Development Agenda; Inter-Ministerial Team on the Medium Term Sector Strategy (MTSS); development of Fiscal Policy Paper for the Government; Presidential Committee for the Monitoring and Evaluation of Federal Government Projects; among others.

He led revenue and expenditure forecasting, national growth strategy, employment generation strategy, and the coordination of the development of medium and long term plans, including the development of Vision 2020 and medium term implementation plan. Babatunde Lawal has represented the NPC/MBNP at the World Bank and IMF global and technical sessions since 2000 to date, among other strategic accomplishments.

He has also produced several publications on plans, budgets and fiscal policy management. Between Fiscal Year (FY) 2012 and October 2018, Babatunde Lawal has prepared and delivered several high-level presentations on budgeting, planning, visioning and socio-economic development issues within and outside Nigeria. He has worked, led and coordinated strategic engagements and activities on core mandates of the then National Planning Commission and indeed the Ministry of Budget and National Planning.  In particular, he coordinated the technical process on the development of the Strategic Implementation Plan for the 2016 Budget of Change which was a roadmap on key short-term macroeconomic and sectoral policies and programmes implemented in 2016.  He also led the technical team that coordinated the development of the Economic Recovery and Growth Plan (ERGP), 2017-2020 for Nigeria.

He is a member of several professional associations, including the Nigerian Economic Society (NES).

Before his recent appointment as a Permanent Secretary, Babatunde Lawal served as the Director (Macroeconomic Analysis) in the Ministry of Budget and National Planning, a position he held since May, 2011.
